  • Licenses: if mandatory for performing the services in the technical specifications, the bidder must provide copies of licenses or permits. A bidder who fails to provide them or provides them incompletely will be excluded from selection — up to 25 pts
  • Financial condition of the bidder: the bidder must provide approved (accepted) annual Form F1 and Form F2 financial statements for 2023–2024. The commission assesses the bidder's financial condition based on the submitted reports — up to 10 pts
  • Conditions for performing works and providing services: compliance with the volume, technical parameters and requirements provided in the technical specifications — up to 25 pts
